    NEWARK -- U.S. Marshals arrested a second man in connection with the fatal shooting of a Rutgers-Newark student, the Essex County Prosecutor's Office said in a statement. Fraynned Ramirez, 26, of Hartford, Conn., was arrested in the Dominican Republic and faces felony murder, robbery and weapons-related charges, according to the statement.
